How to get the sets:

The Righteous and Frostsaber items are physically identical and of very similar item ranges. However, there are only four Frostsaber pieces, so in order to complete the full look as shown above, you would need at least some Righteous items.

Righteous items are BoE world drops, from creatures between level 45-55, most notably rare spawns with drop rates up to 4%. However, your best bet for finding them may still be to scan the Auction House regularly.

Frostsaber items are crafted by Leatherworkers using patterns obtained from Winterspring, either as drops or vendor purchases. The pieces require between 275-300 leatherworking skill to craft, depending on the item.

    Anyone know of any other options for the shoulders and gloves? Im having the roughest time trying to get them to drop…

    For a staff, on my MW monk i use the guiding stave of wisdom, forget where it drops but the White/blue on the staff seems to go well.

    I just got this set, mostly from the AH except the helm.
    So looked in the bank and found the Deadly gladiator helm. Fits really good imo. take a look. (except it leaves a read thing in your forehead, bur beside that, its a good option.)
    Then you might want to color your hair white. helps the look :)

    then equipped a white shirt to cover the arms, and changed the guild tabard to look grey/white.

    I can’t recall then name of the cloak, but there is one that is white with black border that is a BOA. There are some green items that look the same, as well. I think that set looks really good with that cloak and a black belt and/or possibly black shoulders. Just my opinion though.
