This outfit is a non-class-specific copy of the item level 359 Rogue Tier 11 set, the Wind Dancer’s Regalia, and is primarily obtained from bosses in Blackwing Descent, Bastion of Twilight and Throne of the Four Winds.
It’s also worth noting that there are visual duplicates for several of the pieces, available from Leatherworkers and vendors, which you may find to be simpler sources for the items than raiding.
