This outfit is a non-class-specific copy of the item level 359 Paladin Tier 11 sets, the Reinforced Sapphirium Battlearmor/Battleplate/Regalia, and is primarily obtained from Blackwing Descent and Bastion of Twilight, with many visual duplicates (no less than 5 belts with the same model!) available from Throne of the Four Winds, vendors and BoE drops.
