This outfit is a non-class-specific copy of the item level 359 Shaman Tier 11 sets, the Battlegear/Regalia/Vestments of the Raging Elements, and is primarily obtained from Blackwing Descent and Bastion of Twilight, with a few duplicates available from vendors and as BoE drops.

It really is worth noting that you can obtain alternative legs for this set (and the heroic version) from Al’Akir in Throne of the Four Winds. However, unlike this set, there are actual legs instead of the kilt! So if your a hunter/shaman who loves the sets but doesn’t want the ridicule of wearing a dress…
